FMV invites suppliers to respond to this RFI related to target drone systems. A request for information (RFI) is not a request for a quotation or a request for tender but a way for FMV to collect information about the market, its actors and available solutions. This is carried out to build knowledge, create understanding and to facilitate possible future procurements. Hence, answering this RFI does not mean that you bind yourself to any offer at this point.
The Swedish Defence Materiel Administration (FMV) Test Range at Vidsel (VTR), is the by far largest Test Area in Europe above land for air-to-air and ground-to-air missile testing. The Test Area is situated in the northern part of Sweden close to the Arctic Circle and includes 3300 km2 restricted ground area and 8000 km2 restricted and limitless air space. At VTR, FMV has been operating several types of Aerial Targets over more than 50 years. The current versions of Aerial Targets are the US built BQM167 and MQM178 which FMV has been operating for round about 10 years time.
To meet the requirements for the future, FMV VTR has decided to check the market in order to see if there are any other suitable and reliable alternative to our smaller system, i.e the MQM178. FMV is looking for a new modern Aerial Target System which performance shall be comparable to the customers needs for presentation scenarios. Future missile testing customers require higher speed, higher g-loads and higher altitude for the Aerial Target. The ability to carry heavy payloads and to tow external Targets is essentiall in these cases. But there is also as need for lower speed Aerial target with multi presentation targets as an option. The mobility of the Aerial Target System is another key factor. The transition time for the whole system (Targets, Launching equipment, Maintenance equipment, GCS, etc.) between two flights shall be counted in nothing but hours from one flight to another.
The flights will be performed within the Swedish Military Aviation System, where FMV is an authorized actor. This type of system will be operated under specific permission issued by the Swedish Military Aviation Authority. FMV is the organization which will apply for such permission.
